The scholarship is open to citizens of all countries in the world except Brunei nationals, permanent residents, and foreign students who have previously studied in Brunei — meaning Uzbek citizens are fully eligible. Applicants must be aged 18-25 for Bachelor's/Diploma programmes and under 35 for Master's programmes.

Opens annually in mid-December and closes 15 February at 16:00 Brunei time (the 2026/2027 cycle ran 15 December 2025 to 15 February 2026). The academic year begins in July/August.
U.S. Department of State
Full scholarship: tuition, monthly living stipend, international and domestic airfare, and J-1 Exchange Visitor health insurance. The program enables recipients to earn a Master's degree in the U.S. or conduct research under the Open Study/Research Award.
