The program is specifically directed at citizens of Uzbekistan — KOICA maintains a dedicated country office in Tashkent (uzkap.uz). Candidates must be employees of government agencies, public institutions, or research institutes and receive an official nomination from their government body; the age limit is typically 40, a Bachelor's degree is required, and English or Korean proficiency is needed. Graduates commit to returning to Uzbekistan to continue public-sector work.
