Uzbekistan is explicitly listed on VIAA's official page among the 40+ countries that have signed a cooperation agreement in education and science with Latvia. Bachelor's applicants must have completed at least 1 academic year at any HEI; Master's and PhD applicants from any prior HEI are eligible; academic/scientific staff may also apply.

U.S. Department of State
Full scholarship: tuition, monthly living stipend, international and domestic airfare, and J-1 Exchange Visitor health insurance. The program enables recipients to earn a Master's degree in the U.S. or conduct research under the Open Study/Research Award.

Full scholarship: a monthly stipend of ¥143,000–145,000 (varies by degree level and field), with tuition and international airfare covered by the Government of Japan. The program typically begins with research-student (kenkyusei) status before transferring into a master's or doctoral program.
UK Government (FCDO)
Full scholarship: university tuition fees, a monthly living allowance (rate varies by city), return flights to and from the UK, visa costs, and additional grants (e.g. for research). Available only for one-year master's programmes.
