Open to citizens of virtually any country where Rotary clubs operate, with no nationality restrictions — including citizens of Uzbekistan. Candidates need a bachelor's degree (or equivalent experience) plus at least 3 years of relevant peace/development work experience for the master's track, or at least 5 years for the certificate track. Fellows cannot study at a Rotary Peace Center located in their home country — only at a center abroad.

The application window opens annually on February 1 and typically closes in mid-May (for example, May 15 for the 2026-2027 cycle); exact dates are published on my.rotary.org.
U.S. Department of State
Full scholarship: tuition, monthly living stipend, international and domestic airfare, and J-1 Exchange Visitor health insurance. The program enables recipients to earn a Master's degree in the U.S. or conduct research under the Open Study/Research Award.
Turkish Government (YTB)
Full funding: tuition, accommodation, a monthly stipend (approximately TRY 4,500 for Bachelor's, TRY 6,500 for Master's, TRY 9,000 for PhD students), health insurance, a one-year Turkish-language course, and round-trip airfare.
Japanese Government (MEXT)
Full scholarship: a monthly stipend of ¥143,000–145,000 (varies by degree level and field), with tuition and international airfare covered by the Government of Japan. The program typically begins with research-student (kenkyusei) status before transferring into a master's or doctoral program.
UK Government (FCDO)
Full scholarship: university tuition fees, a monthly living allowance (rate varies by city), return flights to and from the UK, visa costs, and additional grants (e.g. for research). Available only for one-year master's programmes.
