DAAD — German Academic Exchange Service
The scholarship provides EUR 992 per month, covering tuition fees, health insurance, travel costs, and a 6-month German language course before the master's programme begins.
The programme targets future leaders from developing countries in Central Asia (including Uzbekistan), Eastern Europe, the Caucasus, Africa, Asia, Latin America and the Middle East. Candidates need a bachelor's degree in political science, law, economics or public administration and a record of civic or professional engagement.
Developing countries
Apply through the DAAD online portal, ranking up to two master's programmes in order of preference and justifying the choice in a motivation letter. The portal must be used from a desktop computer (mobile use is limited).

The online application window is open annually until 31 July (for the 2026/27 intake, the deadline is 31 July 2026).
U.S. Department of State
Full scholarship: tuition, monthly living stipend, international and domestic airfare, and J-1 Exchange Visitor health insurance. The program enables recipients to earn a Master's degree in the U.S. or conduct research under the Open Study/Research Award.
Turkish Government (YTB)
Full funding: tuition, accommodation, a monthly stipend (approximately TRY 4,500 for Bachelor's, TRY 6,500 for Master's, TRY 9,000 for PhD students), health insurance, a one-year Turkish-language course, and round-trip airfare.
UK Government (FCDO)
Full scholarship: university tuition fees, a monthly living allowance (rate varies by city), return flights to and from the UK, visa costs, and additional grants (e.g. for research). Available only for one-year master's programmes.
