Government of Flanders (Study in Flanders)
A grant of up to €10,225 per academic year (covering living costs, accommodation and insurance) plus a near-total tuition fee waiver — the student pays only around €136.50 per year in registration fees.
Open to all nationalities except Russian citizens — Uzbekistan citizens are fully eligible. Candidates need a GPA of at least 3.5/4.0 (or equivalent) on their most recent bachelor's or master's degree, an English proficiency certificate (IELTS 7.0 or equivalent), and admission to a participating Flemish institution.
Apply for admission to a master's programme at a participating Flemish institution, then submit a separate Master Mind scholarship application through that institution; the exact process and timing vary by university.

The deadline is set individually by each hosting Flemish institution and typically falls between 1 February and 1 April. The 2026-2027 call is now closed; the next call for the 2027-2028 academic year is expected in the same window.
U.S. Department of State
Full scholarship: tuition, monthly living stipend, international and domestic airfare, and J-1 Exchange Visitor health insurance. The program enables recipients to earn a Master's degree in the U.S. or conduct research under the Open Study/Research Award.
Turkish Government (YTB)
Full funding: tuition, accommodation, a monthly stipend (approximately TRY 4,500 for Bachelor's, TRY 6,500 for Master's, TRY 9,000 for PhD students), health insurance, a one-year Turkish-language course, and round-trip airfare.
UK Government (FCDO)
Full scholarship: university tuition fees, a monthly living allowance (rate varies by city), return flights to and from the UK, visa costs, and additional grants (e.g. for research). Available only for one-year master's programmes.
