Russian Federal Agency for the Commonwealth of Independent States (Rossotrudnichestvo)
Fully funded by the federal budget: tuition is free, a place in a university dormitory is provided, and a monthly state stipend is paid. An optional Russian-language preparatory course is also covered within the quota for those who do not speak Russian. Uzbekistan citizens can study without a visa.
Open to all foreign citizens. Uzbekistan participates in the quota as a CIS country; Uzbekistan citizens can enter Russia visa-free to study. The quota covers Bachelor's, Master's, PhD (postgraduate), and preparatory courses. Instruction is in Russian or follows a preparatory language course.
1. Register at education-in-russia.com. 2. Upload documents. 3. Choose up to 6 universities. 4. Pass selection at Rossotrudnichestvo office in Uzbekistan. 5. Receive invitation letter.
Annual
According to Rossotrudnichestvo, applications from CIS citizens (including Uzbekistan) are accepted annually until December 15, while citizens of other countries have until January 15 of the following year, via the education-in-russia.com system. Registration usually opens in September.
U.S. Department of State
Full scholarship: tuition, monthly living stipend, international and domestic airfare, and J-1 Exchange Visitor health insurance. The program enables recipients to earn a Master's degree in the U.S. or conduct research under the Open Study/Research Award.
Turkish Government (YTB)
Full funding: tuition, accommodation, a monthly stipend (approximately TRY 4,500 for Bachelor's, TRY 6,500 for Master's, TRY 9,000 for PhD students), health insurance, a one-year Turkish-language course, and round-trip airfare.
UK Government (FCDO)
Full scholarship: university tuition fees, a monthly living allowance (rate varies by city), return flights to and from the UK, visa costs, and additional grants (e.g. for research). Available only for one-year master's programmes.
