Only the institution you are applying to sets the exact list of documents. Below are the rules common to every institution.
These are no longer requested
Copies of your diploma and employment record are not requested. Bachelor's and master's diploma data, along with employment history, are pulled automatically through the Digital Government interagency integration platform.
This rule was introduced by the amendments of 30 December 2025. Many guides still say a diploma copy is required.

By law every institution publishes an announcement no later than 1 September, and that announcement states four things: the document deadline, the list of documents, the entrance examinations or interview, and the quota.

Almost every institution asks for copies of your articles and theses together with links to them. The number required depends on the track.

A certificate proving your foreign-language proficiency is required to submit documents. The level depends on the specialty — find yours below.
What the law states
- C1Foreign-language directions — C1 at minimum.
- B2Humanities, biological and related sciences, mathematics and statistics, business and management, law, services, social and behavioural sciences, journalism and information, and information-communication technologies — B2 at minimum.
- B1All other education areas, plus culture and sport specialties — B1 at minimum.

If your specialty is not listed
The list does not cover every specialty: those introduced later are absent from it. That does not mean no certificate is needed — for them the level follows the general rule above, according to the education area.
This is the level required to submit documents. Certificates that exempt you from the entrance examination are a different matter.
Certificates that exempt you from the examThe per-specialty list is taken from a document circulated by the ministry. The number of the act approving it is not stated in that document, so it is not presented here as a clause of law. The final requirement is set by the announcement of the institution you apply to.
Where documents are submitted
Documents are submitted through the Unified Electronic System. Independent researchers may also use the Unified Interactive State Services Portal.
